Where the "cat" was depends somewhat on one's point of view and information. From where I was for decades, the "cat" was seen as already pretty much "free range" by end of W2. North Korea's recent successes are are but the most recent illustration of just how mobile high missile-technology "cats" really are. Aside from China, there was USSR, France, India, Japan, etc. Von Braun's "cat" was much sought after during latter part of WW2. Was Russa, like USA, visited by the "cat" but even earlier? Record is clear that Russia was first to put payloads into orbit, repeatedly.

China's technology was at that time still badly damaged by consequences of their "Great Leap Forward", which was actually a "Great Leap Backwards" for technology. Scope of that self-imposed disaster is hard to fully appreciate from outside. But, they have extensively recovered.

McCain is a traitor, he is no war hero, he's a silver spoon narcissistic scumbag who's only interested in his own importance.   He's stabbed this country in the back, he's a RINO of the highest order.

There are only a handful of folks who know the truth about Billy selling the Chinese multi-stage rocket technology.  The top secret eyes only Boeing machine shop that was key to building a multi-stage ICBM was cancelled by Clinton. 

The entire machine shop with the most advanced top secret equipment was put up for sealed bid to "friendly" govts.  The bids were $22 - 55 million from Germany, France, Japan, Swedes and other western countries.   2 weeks after bidding was closed a Chinese delegation was allowed access to the shop with cameras, video and some in military uniform.  When initally denied entrance because of the "eyes only"  rules, a state dept guy threatened the shop manager with "let them enter or your career in aerospace is over".

The Chinese sealed bid of $5 million won them this machine shop.  Unfortunately as part of this deal was a disassembled CRAY super computer with the most complex orbital software that took 30 years to develop.  It was disassembled by a Chinese plant and labeled as "misc electronic parts", so it wasn't examined before being exported.   

Apparently Billy was heard by his SS agent screaming over the phone from the presidential limo that if they Chinese didn't deposit $200,000,000 in his overseas acct by the end of the week, the machine shop deal was off.
