I have a fixed (not a takedown) no 4. The bore is rough.  I was thinking about a .22 mag or 17 hmr, but it sound like this may be a bad idea..do I need to stick with a 22 or?

Ballards may be weaker,

Yes, stick with .22LR. Even a solid frame isn't very strong.

SAAMI specs show the 22LR and 22 Mag. both have 24,000 psi. Also I read somewhere that the two 17s have the same pressure. The magnum has more powder but a bit slower burn so it keeps the pressure over a longer time. The new 17 Winchester is loaded to a higher pressure of 33,000.
